The Department of Safety and Security (UNDSS) is responsible for leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. Under the general guidance of the USG, who is responsible for formulating the primary vision, strategic direction for the UN Security Management System (UNSMS), the Chief of Staff serves as principal adviser to the USG and UNDSS leadership on these matters, collaborates with, coordinates, and creates coherence and cross-functionality among Divisions, liaises with stakeholders and leads, manages Departmental work on strategic planning, performance measurements, communications, gender and inclusivity, risk management, compliance, evaluation and lessons learned.
Responsibilities
Responsibilities : Formulates and implements the substantive work programme of the Office of the Under-Secretary-General. Oversees the policy, partnerships, resource mobilization, strategic planning, communication, compliance and evaluation and monitoring functions, and ensures outcomes that support the Department's results. Co-ordinates work in the different areas both within the Office of the Under-Secretary-General and across the Department, and with other organizations of the United Nations System, as appropriate.
- Assists the USG in the executive direction and management of the Department, facilitating the translation of strategic intent and high-level direction of the Department's leadership into viable tasks; work with Divisions and the Executive Office to support their effective implementation and resourcing. Preparing the work programme of the Department, determining priorities, allocating resources for the completion of outputs and their timely delivery; assists the USG with development and implementation of Departmental strategy and associated action with a focus on coordination and coherence of work across the Department;
- Assists the USG and Department's senior leadership with expert advice on the substance, design and implementation of forward-leaning strategies and approaches to support and enable the UN's work, towards a Department that focuses on UN results and a HQ that supports partners and the field; assists the USG with driving organizational change across the Department and hand in hand with the Department's Directors, including the identification of associated risk mitigation strategies; Co-ordinates and oversees implementation of the Department's approach to results-oriented planning, linking UNDSS actions and input to UN results.
- Leads, supervises and carries out the work programme of the strategic planning, communication, gender and inclusion, compliance, evaluation and monitoring functions.
- Reports to intergovernmental bodies on budget / programme performance or on programmatic / substantive issues, as appropriate, particularly those presented in biannual and / or annual reports.
- Ensures that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the teams under his / her supervision meet required standards before completion to ensure they comply with the relevant mandates. Ensures strategic alignment of the divisions and field programme of work with UNDSS vision and USG priorities,.
- Co-ordinates and oversees all aspects of the Department's strategic communications including the communications strategy, including by working with other Divisions / Units to plan, coordinate and develop communications products, and oversee content management, in line with the Department's vision and communications strategy.
- Co-ordinates and oversees the process of monitoring and evaluation of the implementation of, and compliance with, UNSMS policies and framework, procedures and guidelines; co-ordinates and oversees strategic and thematic evaluations and promote knowledge management, including lessons learned and best practices in safety and security-related matters.
- Co-ordinates and oversees corporate strategic planning, enterprise risk management, and liaises with oversight bodies in support of audit and external evaluations, and coordinates follow up and implementation of approved recommendations from oversight bodies.
- Undertakes or oversees the programmatic tasks necessary for the functioning of the Service, including preparation of budgets, reporting on programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
- Recruits staff, taking due account of geographical balance.
- Manages, guides, develops and trains staff under his / her supervision.
- Fosters teamwork and communication among staff in the Office of the USG, the Department's Divisions, and across organizational boundaries.
- Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
- Participates in international, regional or national meetings and provides programmatic and substantive expertise, or holds programmatic / substantive and organizational discussions with representatives of other institutions, including to provide relevant specialized support and expertise across the UN system.
- Represents the Department at international, regional or national meetings as requested .
